The Business Analysis Team at MPHI focuses on getting to the core of a client’s needs. The Clinical Review Teams at MPHI collaborate with our clients as an integral role in the quality assurance and improvement processes for waiver programs in Michigan. The teams are composed of experienced clinical nurses and social workers who create tools and processes for conducting program quality and compliance reviews.  The Clinical Review Teams also review records, policies, and procedures. The teams elicit feedback from program beneficiaries, with a goal of improving compliance, care, and outcomes. Our teams have performed clinical reviews for State of Michigan projects including the MI Choice (Medicaid) Waiver Program, and the MI Health Link c-Waiver Program.

The Business Solutions Group offers comprehensive Request for Proposals (RFP) management services. Our team works with the client to create, evaluate, and select subcontractors through a competitive process. We will write the RFP and manage subcontractor selection through a highly collaborative process.  If the client chooses, the BSG can also execute and manage the contract to assure that work is done in accordance with RFP requirements. The Business Solutions Group offers contract management services. We work to contract with the vendor to ensure the vendor meets all the needs of the client. The BSG ensures deadlines are met, deliverables are provided, and the contract stays under budget and on schedule. When issues arise in a contract with a vendor, we are the go-between for the client and vendor to facilitate a solution

RFP and Grant Services

RFP & Grant Services Examples

The Michigan Department of Health and Human Services (MDHHS) released $8.5 million in American Rescue Plan Act grants for Nursing Home Infection Control. MPHI provided grant management services. Our complete grant lifecycle services for this project included the development of an online application, evaluation and selection of awardees, executing sub-recipient contracts, monitoring awardee performance and contract adherence, and providing financial and programmatic reports to MDHHS.

MPHI is engaged in quality assurance reviews for the MI Choice Medicaid Waiver program for MDHHS. This program offers Michigan residents the opportunity to receive Medicaid-covered services similar to those provided by nursing homes in the participant’s own home or other residential settings. MPHI created an RFP soliciting competitive, responsive proposals from experienced and financially sound organizations to develop / upgrade, host, and maintain an application to support quality assurance reviews. The selected vendor has maintained the application for MPHI for over five years.

This project was a collaboration between MDHHS Health and Aging Services and the MDHHS Office of Community and Faith Engagement to improve access to vaccines for the elderly and people with disabilities. The Business Solutions Group developed a grant application system with 24-hour availability and a guide to assist faith-based organizations with the application process. Eleven grants were awarded to faith-based organizations for activities that encouraged or provided COVID vaccinations, such as vaccination clinics and educational events. The Business Solutions Group managed the awards and facilitated sessions with stakeholders to share education and provide technical assistance to the faith-based organizations.

MPHI developed an RFP for MDHHS to solicit proposals from respondents to participate in the Permanent Supportive Housing Frequent User Pilot in specific regions of Michigan. Four agencies around the state of Michigan were selected to use the available pool of $1.8 million. Distribution of the funding vouchers to the selected agencies was conducted by MDHHS.

To assist health and human services providers impacted by COVID-19, the State of Michigan allocated funds from the CARES Act to implement the Michigan Personal Protective Equipment (PPE) grant program. Michigan providers could apply for grants to cover the cost of up to 90 days of PPE for frontline employees. MDHHS contracted with MPHI to create an application, evaluate applications, issue awards, and manage grant expenditures. We created a simple online application with 24-hour availability for public entities to submit applications. We also provided online and telephonic educational support to applicants and awardees and provided awardees with one-on-one education on the reimbursement system for their grant.
