Who We Are

MPHI’s Office of Public Health Improvement (OPHI) has served as the coordinating agency for the Michigan Local Public Health Accreditation Program (MLPHAP) since its inception in 1998. The program assists in continuously improving quality, establishes standards that serve as a fair measurement for all local health departments, establishes a process by which the state can ensure local capacity to address core functions of public health, and provides a mechanism for accountability, so public health can demonstrate that financial resources are being effectively used and community needs are being met.

In addition, the MPHI OPHI supports performance improvement and accreditation readiness in public health more broadly. OPHI builds capacity to implement performance management (PM) in public health and meaningfully use quality improvement (QI). Additionally, MPHI supports public health agencies in developing community health assessments, community health improvement plans, and strategic plans that align with national standards described by the Public Health Accreditation Board (PHAB). OPHI also supports agencies that are preparing for PHAB accreditation by offering assistance with identifying and addressing gaps in the degree to which agencies deliver the 10 essential public health services. In each of these areas, OPHI offers the following services:
